How the Law «On Lobbying» Works in Practice: NACP Clarifications

On May 31, 2026 the National Agency on Corruption Prevention (NACP) published Clarifications on the application of lobbying legislation, developed to ensure the consistent application of the provisions of the Law of Ukraine “On Lobbying.”

Pursuant to the Law “On Prevention of Corruption,” the Agency is authorized to issue official clarifications and recommendations regarding lobbying rules. These Clarifications do not establish new legal norms and are strictly advisory in nature.

The purpose of these guidelines is to help every participant in the lobbying sector—both lobbyists and public officials—clearly understand the law and establish a shared, transparent set of rules of the game for the entire market.

Please note that while these Clarifications are current as of their publication date, they may be updated over time to reflect legislative amendments and real-world market experience.

To facilitate a better understanding of these provisions, the document also features hypothetical case studies illustrating how the norms of the Law on Lobbying apply to practical situations.
