The document is intended to clarify the practical steps of registration and ensure a unified approach to the application of the Law of Ukraine “On Lobbying.” It is technical and explanatory in nature and does not introduce any new legal norms.
The instruction outlines the basic procedures for acquiring the status of a lobbying entity, including:
- the procedure for submitting an application and entering data into the Transparency Register;
- requirements for the information submitted during registration;
- updating and correcting data in case of changes;
- technical aspects of using the Register’s electronic cabinet.
It is also noted that the Transparency Register is a key tool for implementing the Law of Ukraine “On Lobbying” and is used for collecting, recording, and displaying information about lobbying entities and their activities.
The instruction further clarifies that data is entered both by lobbying entities themselves and through the system’s functionality, while part of the information is publicly available.
