The National Agency on Corruption Prevention (NACP) has published an information guide on the practical application of the Law of Ukraine “On Lobbying.”
The document is intended to ensure a unified and consistent approach to interpreting and applying the provisions of lobbying legislation in Ukraine. It does not introduce new legal norms and is purely advisory in nature.
The guide explains key provisions of the law, including:
- the status of lobbying entities and requirements for their activities;
- registration in the Transparency Register;
- reporting obligations and disclosure of lobbying activities;
- basic rules of interaction with lobbying targets (public officials and state bodies).
Particular attention is given to ensuring a consistent application of the law by all stakeholders, including lobbying entities, lobbying targets, and other interested parties.
The document also notes that the NACP may update its guidance in line with legislative changes and practical experience. To support better understanding, it includes hypothetical case studies illustrating how the legal provisions may be applied in real-life situations.
