Open Discussion with the NACP: Seven Weeks of the Lobbying Law and the Transparency Register

On October 22, 2025, the Ukrainian Lobbying Association (ULA), in partnership with the Kyiv-Mohyla Club and the KMA Alumni, recently hosted an open panel discussion on Ukraine's new lobbying law. Held as part of the "Entrepreneurial Dialogues" series, the event featured key insights from the National Agency on Corruption Prevention (NACP).

The discussion centered on the initial outcomes of the Transparency Register, the practical challenges currently facing businesses, and the prospects for developing transparent mechanisms for public-private engagement. Featured speakers included Viktor Pavlushchyk, Head of the NACP, and Anna Lachykhina, Chair of the Board of the ULA.

A major focus of the conversation was the practical application of registration requirements—specifically regarding individuals who interact with public officials but do not directly seek to influence policy decisions.

Participants concluded that establishing lobbying as a legitimate institution in Ukraine is a shared responsibility across government, business, and civil society. Notably, by the time of the event, approximately 100 entities had already registered in the Transparency Register, signaling the successful emergence of a newly regulated market.
