Ukrainian Lobbying Association and NACP Launch Partnership to Implement New Lobbying Law
On 22 July 2025, the Ukrainian Lobbying Association (ULA) held its first official meeting with leadership and teams from the National Agency on Corruption Prevention (NACP).

On 22 July 2025, the Ukrainian Lobbying Association (ULA) held its first official meeting with leadership and teams from the National Agency on Corruption Prevention (NACP).
The meeting comes ahead of the new lobbying law’s entry into force on September 1. Representatives from both organizations discussed the critical next steps needed to implement the new regulations and establish ethical lobbying practices in Ukraine.
Throughout the session, participants emphasized that close coordination between the government and the professional community is vital to ensuring a smooth rollout of the regulatory framework and its effective, real-world application.
As a result of the meeting, the ULA and NACP agreed to collaborate across several key areas:
- Educational Initiatives: Developing training and informational materials for the Government Relations (GR) community.
- Market Support: Organizing regular consultations for market participants to navigate the new rules.
- Stakeholder Dialogue: Establishing a collaborative platform that brings together government, business, and civil society.
Both the Ukrainian Lobbying Association and the National Agency on Corruption Prevention view this partnership as a long-term mechanism to support the transparent implementation of the lobbying law and to elevate professional standards for GR practices throughout Ukraine.
