Interview with ULA Board Chair on Lobbying and Democracy

On May 28, 2025, Anna Lachykhina, Chair of the Board of the Ukrainian Lobbying Association (ULA), recently spoke with Ukrainian Radio to discuss the role of lobbying as a vital tool for democratic participation. During the interview, she also shared insights on the evolution of the regulatory frameworks governing the sector in Ukraine.
"Lobbying is citizens' right to influence decision-making – and that right is the foundation of democracy," Lachykhina stated.
Addressing the current landscape in Ukraine, Lachykhina noted that the lobbying law adopted in 2024 establishes a solid foundation for transparent rules of engagement between business, government, and civil society. However, she pointed out that the law in its current form serves primarily as a framework. Its ultimate success will depend heavily on the Transparency Register, which is currently under development.
"Lobbying provides a clear pathway to participate in decisions that shape society. It is an essential tool for citizens and businesses alike," she added.
Moving forward, the ULA remains dedicated to developing professional standards within the lobbying sector, advancing international cooperation, and integrating global best practices into business-government relations.
